This short film is about my PhD research. I have researched the financial risks for both the State and local authorities in the event either of them breaches EU law or the European Convention on Human Rights. After evaluating the current recoupment actions between national authorities for breaches of EU law and of the European Convention, I have drawn up a legal framework for the internal allocation of these financial risks.
